Since vodka (at least Russian vodka) is produced using the process of rectification, meaning continuous distillation through a rectification column, it really doesn't matter how many times it was distilled, since after the distillation the strongest possible spirit is obtained (approx. 95% spirit volume). One can distill this spirit infinite number of times after that but neither the result, nor the quality will change. What is important in vodka production is the quality of water which is added to dilute the spirit to make it 40% ABV and the filtration system that the distillery has.
