Refinishing is based upon the amount of wear that a floor receives. In a residence where there a limited number of people using the floor a floor will only need to be refinished after 15 years or so, if you think it's worth the expense.
Whomever is actually finishing the floor.
If you have wood floors in your home, you might need to have them refinished if they get scratched or damaged. When you get the floors refinished, you need to take everything out of the room and do one room at a time so you are not pushed out of your home. The floors will need to have at least a day in order for the finishing to be effective. You can also get a machine to do the job yourself of you only want to buff and polish the floor.

Hardwood floors are popular for their durability and timelessness. After all, some of the oldest homes in the country, dating back to early colonial times, still have their original hardwood floors. Hardwood floors are probably the only flooring choice that can grow to look better with age.
It depends on what type of new flooring smell you are referring to. If you have recently installed 1 piece floors, or glue placed flooring then the answer is airation. If you are talking about recently refinished wood flooring then the only answer is time. I recently refinished hardwood floors in one room. It took about 2 weeks with the window open and the fan on circulating air to completely remove the smell.
Your best bet is to open the windows and increase the air circulation. Often fans will help too...as long as the floors are sufficiently dry. With both of these, you need to wait at least 24 hrs, or else you may cause dust or pollen to settle in your floors.
It depends on how much air you get through the house. Generally it's a week or two but if the house is well sealed up it might take longer.
Usually, prefinished floors are all different though. Most are 3/4" solid wood and those absolutely can. Most glue downs should have enough wood to be refinished. Floating wood is sometimes questionable. You will want to sand an area in a closet or find an old uninstalled piece before you start to be sure.
Laminate floors are manufactured, a thin layer of wood or Formica is glued to a backer. The surface is only about 1/16th of an inch thick and the whole board is about 3/8 inch thick. Hardwood floors are all wood and 5/8 to 3/4 inch thick. Oak is the most common but there are many different types of wood available. They can be sanded and refinished several times over a long period of time. Laminate can not be sanded and had a hard factory coating that resists staining more than hardwood.
