Not a chance. They are active fish that like living in schools and would be miserable in such a tiny tank. The only fish that could comfortably live in a tank this size is a betta. The basic rule of successfull fishkeeping is :- 1 inch of fish needs a minimum of 1 gallon of water, a permanently running cycled filter and at least 50% of its water changed every week. To properly house 8 Silver Dollars you should have a minimum of a 6 foot x 18 inch x 18 inch tank.

No fish is best for a bowl, buy at-least a one gallon tank with filter, and you will clean it once every 2 to 4 weeks, a bowl will have to be cleaned every week. Also, your fish can swim better with more room, become less bored, and will be happier. If this is above your budget, fish is not for you.
For a tiny, tiny baby turtle, that is just fine. But an adult turtle needs a much, much bigger tank than that. An adult turtle needs a 20-gallon tank (30 inches long and 12 inches wide).

If it was, say, a ten centimeter tank in height and maybe a few inches in width, then maybe ten guppies, more or less, like the person above said. But a ten gallon tank is like pet-store material, so I'd say a couple hundred guppies in a ten gallon tank.
I assume your nominal 15 gallon tank is 24"x12"x12". It will actually hold a tiny bit less than 15 gallons filled to the brim. If you have 1 inch of gravel for plants to grow in and fill to within 1" of the top, the tank will hold 12.46 US Gallons.
