The President is Commander-in-Chief and can order the troops anywhere. If he decided to pull the troops out of Iraq, he could. Congress has the power to fund the military. In order to pull the troops out of an area, money is needed for the transportation of troops and material. Congress could, if it wanted, refuse to enact legislation providing for the funds needed to transport the troops home. It is doubtful they would. The President would probably consult with his military advisers and the leaders of the House and Senate before he issued an order to withdraw.

Yes, he would as soon as he becomes the president as he opposes the war that has stolen thousands of lives and wasted billions of dollars that could have well been used in aiding the economy. Obama has stated that it wouldn't be easy to do so (in regard to some consequences) immediately. But progressively, slowly, surely and in the right way, it can be done. The Iraq War between Iraq and the United States began on March 20th, 2003. It wasn't until December 2011 that the United States started to pull troops.

Your question is ambiguous. There are currently two wars in which the US is involved. Iraq (where most of the US troops have been removed), and Afghanistan. There is no indication that the US will pull completely out of Iraq any time soon, and recent agreements between Obama and the Afghani government keep US troops there well past the end of the Obama administration (in the neighborhood of 2025). If you are asking about Syria, the US has no dog in that fight. It is a political maelstrom whipped up by an over-reaching US president, and a previously disinterested Russian president. There is no US war in Syria, and precious little anyone can do from the outside to stop the "war" that is going on there, as it has been going on for about the past three thousand years. Anything President Obama intends is his to share or keep secret as thus far he has.
