Yes, he would as soon as he becomes the president as he opposes the war that has stolen thousands of lives and wasted billions of dollars that could have well been used in aiding the economy. Obama has stated that it wouldn't be easy to do so (in regard to some consequences) immediately. But progressively, slowly, surely and in the right way, it can be done. Obama has stated from the very beginning of the war, when he was the senator from Illinois that he had opposed it. He often emphasizes that it was a war that shouldn't have been authorized, and a war that shouldn't have been waged. Obama 08.
President Obama opposed the war in Iraq even when he was a senator. He saw no reason to go to war there, and did not believe President Bush's claim that Saddam Hussein had weapons of mass destruction; nor did he accept that Saddam had any link with 9/11. One of Obama's campaign promises was that if he were elected, he would focus on where Al Qaeda really was, and begin withdrawing troops from Iraq. Once he became president, he began to design a strategy (along with the generals, and the secretary of defense) to begin bringing the troops home from Iraq. He then implemented that plan and the troops began to come home.
Many answers to this. One G. Bush has made some deals with the Iraq government as to a pull out time, these are going on now. A lot of the pulled out troops are going to Afghanistan and will not be back for a while. As Iran calms down a little Obama may be able to speed things up. If Iraq can hold it self together better the sooner we are out.

No, he did not. President Obama had promised to withdraw troops and end the Iraq War; but he was also willing to leave a residual force in Iraq. Unfortunately, the new leader of Iraq at that time, Nouri Al Maliki, did not want American troops there, and no agreement was reached to keep them there. Therefore, no residual force was left in Iraq in 2011 when US troops came home.
