Dialup and broadband connections usually provide an IP address, and the method employed is the use of protocol called Dyamic Host Configuration Protocol, or DHCP. The internet provider has a pool of addresses for use on the Internet. In order to serve as many people as possible with a limited number of addresses, they are loaned out to computers when they are needed. Typically when home computer starts up, it will broadcast a request for an IP address. With some hand shaking, the DHCP host hands out a IP address the DHCP client, the home computer.

Addresses or 32 bits in length, and can be expressed as 8 hexadecimal digits, but it is common practice break that up into 4 groups of 2 hex digits, and then more commonly convert those in to decimal. That's called the dotted decimal format.

If the home has a router, than a router connects to networks together. In the Internet world, all addresses in the space of the 32 bits above are in use. That often takes place by making a connection from an Ethernet physical layer to the Internet layer. Because of the shortage of Internet addresses, home routers set up a home side network that uses internet addresses that would compete with the real internet addresses. To avoid this, home routers use Network Address Translation, and the home side network often uses addresses in the range of 192.168.1 through 192.1681,.255. The home router than receives a real IP address from the service provider, and on the home side hands out ip addresses using DHCP. So the home computer can contact any real IP addressed computer on the Internet, and when the reply comes back from the Internet, the home router uses a lookup table to find out which home computer made the request. Then the reply is forwarded to the requesting computer.

Leased lines are just that, lines. It's all a matter of how they are hooked up. The can be used as lines that connect to the Internet, but do not have to be used in that way.
