18 -- there are two electrons in the 3s orbital, six electrons in the 3p orbital, and ten electrons in the 3d orbital.

(Reply to Above) No...there's 13. Two electrons in the 3s, six in the 3p, four in the 3d, and one extra in a half-filled 3d sublevel. It's the exception to the Aufbau principle.
