It probably would have delayed the revolution, but it most likely would have still happened. The colonists had a habit of complaining for things they didn't really expect or want, they just seemed to want more and the only way for that to happen was if they became their own country.

The The Ordinance of 1787) was an act of the Confederation Congress, passed July 13, 1787. It settled how new states would be added to the nation. It settled how states would be created and represented. This avoided individual states from claiming more areas and population so they could have more rights than other states. No one would have been happy following the decisions of one third of the nation. It also helped create a strong central government.
