To Halo-gaming fans this might some-what ruin it for them but, for people who haven't played it might make them interested and bring the creaters make extra cash while they design another game for the fans. So its a nice business move but I doubt any Halo fans will like the anime as much as the game..
You would have to contact the distributers of the anime, who might send the idea to the writer/creator of the anime. but i must say it is rare for the mangaka to adapt to anyone elses idea's to make a spin off. unless the show was bought by the distributers meaning they had full control of the direction of the anime show. but the mangaka would stick to their own ideas Well, Eureka 7 was made into an anime before the manga, as some others. I'm actually trying to do the same thing. What I recomend is you should make a script describing what the first episode would be and what would happen. Almost like writing a book, but not as tiring. This is what I'm doing. After that, send your ideas either to anime companies like Tokyo Pop or a manga artist (if you have one's email). If you can draw however, you should make a comic/manga or even just poses of your characters on sites like Deviant. Hope I helped you a bit.
Simple answer: Yes. The movie is a bit different from the anime because it was translated by a different company years before the anime was brought to America. The movie has a different voice cast than the series. It also does not include the style of humor the anime has. The plot is decent and the action is good, so you should watch it, but be warned it's not going to be the same as watching the series. Oh, one more thing: Kurabara is called Kurahara in the movie. No idea why.

I think it's a wonderful idea! This type of interaction creates a platform for shared ownership of the company and really brings everyone together. If done correctly, everyone that attends can get something from the retreat and connect with each other on a personal level.
