Me and my science partner Anita had the same problem and it turns out you can but you'll need to use four times as much baking powder then baking soda.
you need butter. flour, baking soda, baking pouder, vinilla, milk
You should only need a heaped teaspoon full.
Boil it to "hard crack stage" (you really need a sugar therometer for this), pour into a greased baking tray and leave to cool completely. Then hit it hard with a rolling pin to get it to shatter into crystals.

You probably could; it may make your cake rise a little more. I wouldn't add much, no more than 1/2 to 1 teaspoon. But you really should not need to add baking powder, as there should be enough in the cake mix.
these are used to make the cake rise but only use when needed. you don't need to use it when using self-rasing flour.
