Everytime they are turned, the thinner they get. There is a point where they are too thin to safely use. That point is stamped on the rotors and it is illegal for someone to turn past them that point. Rotors are not expensive and your brakes are the most important part of your car. I wouldn't skimp on my brakes.

yes it is normal due to an oily residue on new rotors. it is recommended to use brake cleaner and or warm soapy water to remove the oils but not absolutely necessary. they will operate fine with the oil residue still on them but expect them to smoke and smell funny, it is normal . it takes a little bit for the brakes to get worn in as well as the rotors so start braking earlier than normal and don't slam on them until you feel them acting like normal or you will put grooves in the rotors and possibly the brakes as well wich will give your car that shake in the steering wheel and you will have to replace pads and pay to have the rotors turned or possibly replace the pads and rotors again due to an un-even surface.
