In today's market, you might be able to pick up a used working full motion sim for $1.5 - 3 million with basic visuals. Newer ones with all the latest hi res full day visuals will run well north of $10 million. Much of the price depends on the type of aircraft (not much need for 727 sims today).
To be honest, I think a MS Flight sim with multiple big screens and a full pilot station would be a better buy.

Probably not because the main flight simulator in the world is Microsoft Flight Simulator. And unless Sony and Microsoft get together to make a flight simulator for PSP (which is highly unlikely), there basically isn't much ways for there to be a flight simulator for PSP either. There is a flight simulator for iPad made by some company but I don't think they're going to make one for PSP.
You only need a mouse and keyboard for Microsoft Flight Simulator, but a joystick makes it much easier.

The best is Elite Flight simulator, but this is a PRO product with a PRO price. All the software is purchased in modules, then comes the hardware, and a full setup will easily cost as much as US$10 000. For the rest of us, Microsoft's FSX (Flight Simulator 10), is about as realistic as it gets in all aspects except the price.

Games marketed to consumers are not, but flight schools have much more detailed flight simulators that use real instruments hooked up to a computer. These actually are effective preparation for real flying.

It is much cheaper (and safer) to let a fledgling pilot crash in a simulator than to crash a real plane while learning the nuances of flight.
