Most new equipment is built for and charged with R410a, a refrigerant with much higher pressures than the R22 used for decades, R22 units are still available, dry charged however, you must fill them with R22 onsite. This is how new R22 compatible equipments being sold still.
Typically $7 per ounce. However, R22 is now skyrocketing. So basically whatever the technician decides. More importantly, if you needed almost a pound, YOU HAVE A LEAK. Refuse to pay the bill, and call someone else. Unless 14 oz is not enough to have repaired a leak, and then refilled. SOMEONE IS AN IDIOT. 20 yr. HVAC tech.
Absolutely not ... R410 operates at much higher pressures than R22, and mixing would do nothing but contaminate both refrigerants (and possibly mess up your system)

That's actually lower than most markups. I'm guessing you have R410a refrigerant, rather than R22 - you'd almost certainly pay more for R22. You can look online and see the cylinders cost considerably less per pound, but you need to be EPA certified to buy them. With that price you pay per pound, you pay for the technician's technical knowledge and experience, and also liability, as well as your refrigerant. Compared to what I've been seeing HVAC techs charge for refrigerant, you actually seem to have gotten a pretty good deal.
