I just had to order one from a Saturn Dealership (the only place i could find a new one) and they run about $300- $350 depending on year
The BCM is mounted under the Saturn's dash. It is located on the drivers side near the kick panel.

My 2002 Saturn L300 was doing this also, it was the BCM (Body Control Module). Cost about $600 to fix at the dealership
There is no BCM in a 99 Saturn......2000 it's under the dash pad

The bcm is located behind the fuse panel under the driver side below the steering wheel there is a plastic panel and when you remove that there is the fuse box and behind the fuse box is the bcm

I cleaned all the contacts on all the fuses for the Brakes and BCM, and found one blown fuse. The combination of cleaning the contacts <good old contact cleaner> and replacing the fuse worked.
The fuse that works the cooling fan(s) depend on the make/model/year of the car. In general cooling fans are controlled by a fan relay & fuse or by the ecm, bcm,pcm (ecm/bcm/pcm are computers)
