That would depend greatly on how comprehesive, detailed and exhaustive such a tour consisted of, the number in the party and what level of service such a tour consisted of. A party of four on a three to four day tour including a chartered overflight of the Islands, a walking and limousine tour of San Juan of two days and one night in San Juan and a day trip to the El Yunque Rainforest including a picnic lunch in the mountains with a very knowledgeable guide you should expect to pay between $500 and $1,000 dollars per person plus any taxes and at least a 20% gratuity. Your room and dinner excluded. See and do the same things by bus and drop the aerial view and the same trip would work out to $40 per person.
For such a fee and a negotiated gratuity you should expect your guide to speak your language, have or at least be working on a graduate degree, be bonded and insured and have a resume and references worthy of hiring. In the 50's, 60's and 70's this was how graduate students with languae skills paid their tuition. Many Universities will be happy to find you a perfect guide so if you have academic connections, then use them.
There are good and bad travel connections that offer similar services. Be very sure of what you are buying before you invest in anything beyond the day hire of a cabbie that was reccomended by the doorman. You just might get what you paid for. For example if the limousine turn out to be a Ford Econoline. (You have been had.) If the charter flight lacks a stewardess who fails to offer a glass of bubbly after takeoff or is a DC-3. (Then you have been taken). If your mountainside picnic includes a "Happy Meal" then you have been screwed. If your nightlife guide is unknown by the doorman, bouncer or Maitre de then you have been screwed, blued. and tattooded.

Jet Blue can get you there for as little as $79 to$129 (one way) when you actively search for discounts and specific dates . Its very cheap to tour Puerto Rico , some things are FREE !
