I just paid $620 to:
1) have the condenser fan motor replaced
2) have the run capacitor replaced
3) fill 4+ lbs of freon
According to the invoice the fan motor alone was $549. The service tech should be able to discount the freon if your having work done.
For an internal fan motor... I just paid right at around $400 to have ours replaced. Or if you replace it yourself. You be looking at only 50 to 100 dollars and not rocket science.

sounds like a bad sending unit for the fan.
To get the fan rotating faster than the motor driving it, gears are needed.

A light fixture/fan unit can run anywhere from 50-200 dollars
First isolate source of smoke- was it the fan motor, wires to it fried or a pinhole leak in radiator going through fan. If the motor is burned out because of bad bearings or whatever you will have to replace the unit.
I have to assume that you are referring to the fan on the outside Condenser Unit? The most likely causes are either a burned out fan motor, or a blown Capacitor on the motor startup circuit.

The question is too vague, It depends on the Tonnage (BTU's) and or the Horsepower of the fan motor.

I am assuming that you mean while the power is still energized to unit. Sounds like you are losing the bearings on the fan motor.
