sounds like a bad sending unit for the fan.
It sounds like it might be the fan motor .
Apply 12V directly to the motor and see if it works Turn ignition switch and A/C on and check to see if you are getting power to the fan motor- if so motor is bad - if not could be a bad fuse or relay or sensor switch
Built in the fan blower/motor.
Remove the wiring harness from the back of your 1999 Cadillac Escalade radiator fan motor. Remove the radiator fan motor retaining bolts. The radiator fan will come off.
Check the fuse and the wiring.
You have a bad blower motor. i have seen a lot of the switches go bad turn on the fan and try pushing down on the fan switch and see if the fan comes on Just to add a liitle to this reply generally if it is your fan switch not all of the speeds burn out at the same time so try turning the switch to every position if any of them turn on ur fan than its just the switch if none of the fan speeds work than it is your blower motor.
1992 olds Achieva does not have that switch. ECM receive signal from the coolant temperature sensor and send command to relay #6 for turn on/off the radiator fan. Relay #6 is located in the motor compartment on the fireboard.
Turn it off...
Usually this means that the fan motor is seized or can't turn freely. If that's the case, it draws too much current and blows the fuse. Try to spin the fan by hand, and see if it is abnormally difficult to turn. If it is, try changing the fan motor, or the whole assembly.
Could be a bad temp. sensor not telling the fan to turn on, or a bad motor. Try jumping the motor to see if the fan comes on. If not, its the motor.

There is likely an internal short circuit in the fan motor.
