I am having my strut bushings and sway bar links replaced for $330 in northern IL. NOT at the dealer. They wanted $800.
If the Strut Bar is a GM Performance Parts Strut Bar then you have to purchase a set of end brackets. The same front strut bar can be mounted to the rear with a set of rear strut brackets. http://drcustomparts.com/HomePage.htm More info at w-body.com

First off, where did you get the 99 grand am strut bar?
First, open the hood. Now remove the brake line support so that you can begin to get to the strut. Remove the pinch bolt that holds the strut at the bottom. Drop the sway bar that is connected to the strut. Now remove the bolts the interior bolts that support the strut. Remove the old strut and replace it with the new one.
just take off the strut bar that's above it, disconnect the terminals and switch batteries.
If you need a rear strut bar then there is a guy in the NECO Forums that makes them so you should check that out. And if you are looking for a front strut bar then this is where I got mine from.http://www.promotiontuning.com/Merchant2/merchant.mvc?Screen=PROD&Product_Code=67303&Category_Code=9902CougarSuspensionStrutBar
