For a single hinge or door, most contractors will charge one hour of labor and, if you're far away, likely some travel time. If the contractor has to bring hinges as well, he will charge you something for those. If you have several doors or hinges to be installed, the price per hinge will continue to decrease with each additional hinge.

You shouldn't pay anything if you can use a screwdriver. Loose screws can be fixed by holding a wooden toothpick in the hole and screwing the screw in ( it might take more than one toothpick). and if that doesn't do it cut a tapered wood peg (or use a Golf tee) and drive into the hole cut it flush with the wood and then screw into that. 99% of the time that will fix it. If the wood (jamb) is split at the hinge you might have to replace the whole jamb (a much bigger job). If you have to hire a carpenter to replace the jamb, It'll will run you between 100 to 200 bucks depending on many variables, but if it's just that the screws are stripped do it yourself or pay a handyman twenty bucks and you'll both be happy.

Do I need to regularly oil the hinges on bookcases with doors?

This is tricky don't regularly do it, but do often enough that the hinges don't go out on you as you open the door to get a book. Keep in mind too much of anything is not a good thing so you may do more harm than good if you oil the hinges to much.
