Make sure your valve is all the way on at hot water tank. If you have a gate valve -- instead of ball valve -- Gate valves -- will break inside the valve and you will not know if it is all the way on or not -- If you turn handle and it keeps turning then it is broke inside the valve -- turn water off at main and replace with ball valve.
Yes replace the valve core in the high port valve on some you can replace just the valve core on most gm's the high port valve unscrews and you can purchase one at auto zone for five bucks they also carry the cores depending on type of car as to which one you have

if you had it tested for the egr valve at auto zone or somewhere like that, it may not be that. Could be that carbon is built up in the intake and all it needs is cleaned out...alot cheaper
There are tools to do just that. Doing one cylinder at a time, you remove a spark plug and install a quick disconnect air fitting in its place. Connect your shop air compressor line to it and maintain air pressure, 100 psi is good. The air pressure will hold the valve in place during this procedure. Now you will need the proper tool to compress the valve spring and remove the retainers (keys) then the valve spring. Remove the old valve seal and replace with a new one, then reverse procedure to install spring and keys. Your local auto parts store should have the tools you need for sale or rent.
