No you do not. If you have the membership, you do not have to pay extra. This may not apply at other swim clubs though.

This really depends on what. If for YMCA's or other swim teams the answer is varied. It also changes every year. As a swimmer myself, I have managed to compete in the nationals for YMCA's. Your time must reach a certain time to go there.
