Fresh chives should be in produce, while dried chives would be in herbs and spices.
1 tablespoon fresh rosemary equals 1 teaspoon dried
4 tsp of dried rosemary equals 1/4 cup fresh.

When herbs are dried, the oils which create the flavor and aroma are concentrated in the material that remains when the water is removed. Dried herbs are therefore stronger than fresh ones.
