It depends on your computer how energy efficient it is. The best thing to do is to measure it with an electricity monitor. Some of them can even project the actual costs for you. An electricity monitor is inexpensive and can help you save a fair amount of money in your electricity bills.

Across the world it would be very hard to put a number to that question. Also, there are different forms of 'waste', depending how you view it. There's transmission losses, and there's people leaving things on standby, or forgetting to turn off lights, and then there's advertising signs - are they useful or a waste? So, lots to think about.
