The 302 V8 in a 1978 Ford Mustang II is rated at ( 134 horsepower ) from
the factory ( it doesn't specify for California with that size of engine )

There is no such thing as a 1972 Boss 302 mustang. They were made in 1969 and 1970. They had 290 horsepower but it was (according to some at Ford) under-rated.
no an 04 mustang is a 4.6 dohc and a 68 302 is a 5.0 sohc not even close
yes, the 5.0 (302) will fit in a 73' for sure.
