It shouldn't cost you anything, and you certainly don't need an 'import licence' ! Provided...

(a) the medication has been prescribed by a qualified doctor

(b) it has been dispensed by a registered pharmacy

(c) it is clearly labeled with the medication's name and the pharmacy's contact details

(d) you have a copy of the prescription from your doctor

(e) you have declared the medication on departure from the UK and finally

(f) you declare the medication on arrival in Australia...

There should be no problem. So long as the Australian authorities can verify you're entitled to the medication, that it is legitimate medication, and that it has been prscribed and dispensed by qualified professionals, they should allow you to keep it on your arrival in Oz.

You may have to answer a few questions about your recovering heroin addiction, and they will need to check with your doctor and/or pharmacist that you're entitled to it - which could delay you in Immigration control, but you should be ok.
