A fractional scale is a way that map makers tell you what distances on the map represent in real life. It does not use any units, so the scale might state 1:100000 [or 1/100000] which means that 1 unit on the map represents 100000 units in the real world. There was a 100.000 Zloty note before 1995. I actually have one myself, it was about 9 DM (4.50 EUR) at that time. In 1995 they changed 10000 old Zloty to 1 new Zloty and introduced new notes and coins. According to wikipedia, the highest new Zloty banknote is 200 Zloty.
