You can't drive from Vancouver to Victoria. You have to take a ferry from the mainland to Vancouver Island. The ferry takes about ninety minutes to sail from the Tsawwassen ferry terminal on the mainland to the Schwartz Bay ferry terminal on Vancouver Island. Once you're off the ferry it takes about 45 minutes to drive to downtown Victoria.
You can't drive from Victoria to Vancouver. It's roughly 50 kms from Victoria to the Schwartz Bay ferry terminal. You have to take a ferry across the Georgia Strait to the mainland, and that takes 1 hour 35 minutes once it leaves the terminal. Once you get off the ferry in Tsawwassen, it's roughly 50 kms to the City of Vancouver.

The question makes no sense. How do you get to the City of Nanaimo? By ferry from Vancouver, by air - either float plane to Downtown or an airline to the airport, or by car/bus/train from Victoria (also accessible from Vancouver by ferry).

Probably the best way to get to Vancouver Island from Seattle is to drive up there and take the ferry across to Vancouver Island. If you do drive, that is an excellent alternative. However if you aren't a driver there is a train that can take you there instead and you can get on a ferry and take it over. I know that the Victoria Clipper makes runs to Victoria BC then you can take the ferry over to the island as well. But that can be a bit pricey especially during peak times.
Port to port, about 3 hours, plus about an hour of queueing beforehand to hasten the loading. Currently there is awakening an older idea of moving the SI terminal to Clifford Bay, a little south of Blenheim, and this could improve the service. These ships are around the 13000 tonne and carry 500 or so passengers.
Vancouver island is separated from Vancouver with a body of water called the Georgia Straight. The Georgia Straight measures 18.5 km wide at it's narrowest point and 55km at it's widest point. To get from Vancouver you need to take a ferry from either Tsawwassen Ferry Terminal (about a 40 minute drive) or Horseshoe Bay Ferry Terminal (about a 40 minute drive). The ferry ride to Duke Point in Nanaimo is about 120 minutes and (38 nautical miles) and the ferry ride to Schwartz Bay in Victoria is about 95 minutes (24 nautical miles).
