This is one of the worst cars to have to replace a heater core in. Typically, the best way is to remove the passenger side inner fender. Some of the later inner fenders do have an impression in the inner panel that allows you to cut it, pull it down and access the area. Either way, it takes several hours to do the heater core on that car.
factory recommendation is to cut a hole in the inner fender well to access/replace it.
There are a hundred answers for that question on here. However, the easiest way is to remove the passenger side fender to gain access.

Remove the passenger side kick plate in your 1978 Chevy Corvette. Remove the heater core water supply hoses. Remove the heater core retaining bolts. Reverse the process to install the new heater core.

If you are talking about "smoke" that fills the interior it can be one of two things. One, a leaking heater core. Two...if your engine smokes from oil dripping on the exhaust, etc you could have a crack in the housing for the A/C and it's pulling in the smoke and gasses from the engine compartment.
