It would depend on the season of the wedding. A person would not want to wear a short wedding dress in the winter. it would be too cold. Unless you want to freeze.

It would be wise to find a dry cleaners that specializes in dying a wedding dress. If a person tries to dye their own wedding dress certain fabrics may not pick up the dye evenly and could ruin the dress.
I'm not sure such a number would have any real meaning, since the range is so very broad. Any dress is a wedding dress if you (the bride) say it is. However, there are egotistical/sentimental/gullible (choose any or all of the above) people who spend thousands of dollars on an utterly impractical dress they will in all likelihood wear precisely twice (once for photographs, once at the wedding).
