Reflected back into space by the atmosphere? That's almost zero percent.

By clouds IN the atmosphere, and by water? There's quite a lot reflected.

About 30% of the Sun's energy is reflected, by the Earth as a whole.

The atmosphere, including clouds, reflects about 22% of solar energy.

The Earth's surface reflects only about 9%.

The atmosphere is, for the most part, transparent. It absorbs some of the heat, but doesn't REFLECT any. Clouds reflect a lot, and water surfaces reflect a lot at low angles of incidence.

Clouds: 24% of incoming solar radiation is reflected by clouds,

Earth's Surface: 4% is reflected by the Earth's surface.

Scattering; 7% of incoming solar radiation is scattered back to space (by bouncing off particles in the atmosphere).

Total: 35%

None. Once radiation is absorbed, you can't talk about "reflection". However, any body will emit radiation according to its temperature. On average, approximately 100% of the Sun's radiation, absorbed by Earth, is eventually emitted back into space. If this weren't so, Earth would quickly get hotter and hotter.

The PRIMARY reason? Clouds. Clouds have a very high albedo, and cover about 30% of the world at any particular time.
