To convert dry milk to liquid milk, you need to reconstitute it by adding water. The ratio of dry milk to water is typically 1:4, which means that for every 1 part of dry milk, you need 4 parts of water.
Condensed milk and regular (fresh) milk are very different ingredients. Condensed milk is much thicker and sweeter-- it has a syrupy consistency and can be eaten with a spoon. Fresh milk is very different, not as thick or sweet and drinkable. Regular milk is not a good substitute for condensed milk.
It is of course watery milk. It is so because when you put too much water in juice then it is watery juice therefore making the milk, watery milk.

Water is MUCH better for dogs than milk. Dogs cannot have much dairy, as it gives them digestion problems and leads to diarrhea.
You add as much water as you would think mush around with a spoon or fork, if you add to much water it will just become mush.
