Just like having a baby-sitter come into your home I interview people to house sit my house and my pets. They must have recommendations and I follow through with this. I usually prefer a good friend to help out, but that can't always be an available resolve. I pay $25 per day with food (I live in British Columbia Canada). While away I check with the sitter every two days and she has the schedule of where my husband and I will be staying and ALL phone numbers. I also leave a note of authority that if one of my pets is ill then they have the right to take my pet into our vets. I do this also if I am babysitting my friends pets. The date is needed, an explanation in the note for authority and signed by the owner. I've never had a pet sick yet while away, but if this happened and the person looking after my home and pet followed through and was responsible then I would give her a tip.

Without knowing the state, in which you are operating, I cannot say for sure, but I am guessing there is not a particular law that requires it, but rather the individuals, for which you are house-sitting, require it to ensure you are able to pay for any damage to the property that you may cause. By being bonded and insured you are ensuring there are funds available to pay for any damage you may cause.
