Actually,the amount of water which should be drunk by the person depends upon the habitat and activity of the person.Suppose, the person lives in a desert than he/she needs more water for maintaining Osmotic pressure in body while person living in wet lands doesn't need that amount.More active persons(athletes, labors etc.) need more water while others don't need that amount.
Generally,2 to 3 liters of water per day would be proper for normal conditions.

Not every time you take a drink! You are supposed to rinse A LOT of times a day, but not every time you drink. If you smoke cigarettes, definitely rinse after those, and rinse after eating.

Well, I don't think you're supposed to drink anything other than water by nature, however as with all things, good tasting things are okay in moderation. Only one in a day would sound reasonable, as long as it isn't every day.
