A filly is a female horse under the age of 4 years. Since a horse no matter what sex it is should not be ridden until it is three or four years old the answer would be none. However if the horse is three or older it should never carry more than 20% of it's own body weight, this includes the rider and tack/gear added together. The sex of a horse really has no bearing on how much weight it should carry, male and female horses are pretty much equal in strength and size.

It's not so much the pony's height as it is his build that will influence the riders weight. A horse shouldn't carry more than 20%of it's own body weight, this includes the rider and tack. But keep in mind that a shorter sturdier horse/pony with thick cannon bones and broad loins will always be stronger and more able to carry heavier weights than taller horses.
