I would have to say that would be your pull switch on the dash. I had the same problem on my 88 Ranger, just replace it. I do not remember the cost of part or specific name of part
you have to remove the dash to get to it, it would save alot of time and aggravation to have someone do it for you. sure it will cost, but trust me, it took me 2 days to replace mine

It shouldn't cost you more than $400. If you're going to change the timing belt you mine as well replace the water pump and get a new camshaft sensor.
It depends on what is broken on your water heater, as to how much it would cost to fix it. It might actually need to be replaced and be more cost effective to replace it.
