Yes it should be OK. I would advocate that you use a filter too and do at least a 50% water change weekly.
You should only have 1 fish per gallon of water in a fish tank. I wouldn't put more than 2 or 3 Neon Tetras in a 4 gallon aquarium with 1 Betta.

Betta fish are about the only kind of fish that can survive with no filter. They prefer still water or a very gentle current, so as long as you are keeping their water warm and clean (at least 80* F) they will thrive in a one gallon, unfiltered bowl. Change the water at least weekly to keep a one-gallon betta tank clean. Change more often in anything smaller (and it's not recommended to keep them in anything smaller).
Not a chance. They are active fish that like living in schools and would be miserable in such a tiny tank. The only fish that could comfortably live in a tank this size is a betta. Even a betta should ideally have a bigger tank, but will be comfortable in one gallon if 70% water changes are done weekly, RELIGIOUSLY. NEVER skip a water change.
A 1 gallon tank could have one betta fish, but you will need to be diligent about changing the water on a regular basis. The smallest tank that should be used, even for a betta, is a 2.5 gallon tank as it at least gives the fish swimming room.
You can buy spring or distilled water at Wal-mart for less than $1 a gallon.
It might be a little crowded, but you should be okay with regular water changes. Be careful though because guppies breed readily and with 5 of them you will have a lot of baby guppies and that will definitely overcrowd your tank.
