As mandated by the United States Constitution, a new Congress convenes at the beginning of every odd-numbered year. On the first day, the Senate follows many of the same traditions and procedures that date back to the First Congress in 1789.
There aren't. At the beginning of the 20th century, Congress decided that 435 Representatives, 100 senators, and 3 electors from the District of Columbia would be all. To add "new" seats in Congress would require massive changes in state population (which would not change the total number of seats, but would reapportion them per state), or require an amendment to the constitution. Seeing as how less than thirty were passed in the entire history of the United States, we're not that close to getting "new" seats.
