There is no time under tension (time under load) that is best for everyone. Even within one person, the optimum time under tension for one muscle group may differ from that of another muscle group. In general, have about 30 to 50 seconds per set. So, if you do 8 reps, about 5 seconds per rep would be about right, although 6 or even 7 seconds is likely to be more effective.
