Well first, if you are talking about newborn puppies (about 1 - 3 weeks) then no, they need help getting outside. And if you are talking about month-old puppies, then yes they can walk outside on their own and use the bathroom.

i think making a dog live outside is definitely abuse. so yes they can come, and go inside and out. so never make a dog live outside, especially really old dogs, or puppies. reasons: they can gather ticks with lime disease, or fleas, if their old they may suffer arthuritus in the winter. they may be very skittish and if their puppies. when they grow up, they will be very dominate.
When they're puppies they can't control their bladder. But, when they're not puppies anymore, they're just not getting outside enough or understanding that they should be going outside.
