You can get a CDL at 18 in any state. However, if you want to operate a CMV interstate or get a hazmat endorsement, you must be 21.
Generally speaking, any employer who hires for a driving job is going to require the employee be at least 18 years old. For trucks requiring a CDL, you can obtain a CDL at 18, but most companies want CDL drivers who are at least 21.

There are no legal jobs in Texas for an 11 year old. This is because according to federal law, you must be at least 14 to obtain a work permit.

However, between the ages of 18 and 20, any CDL issued will come with an "intrastate only" restriction, which permits you to operate a commercial vehicle only within the state issuing your licence. To be able to operate a CMV across state lines, and/or to get a hazmat endorsement, TWIC card, etc., you must be 21.
for Texas its 18 but only for intrastate driving, 21 for interstate driving, intrastate meaning inside the state only interstate meaning from state to state.
