in the Michigan any age as long as you have permision and also under 16 must be within seeing distance of parent/adult..unless they have an orv license which is easy and cheap course...1-2 course 3 hours or 6 hour day..
It depends where you are driving if you driving on the street you have to be 16 but if you just drive on the sidewalk or your property then you have to be 12.

If it is private property, a 3 year old could drive a car. So, no you don't need a permit if it is private property. I can't see any possible situation where you would be of roading on state or federal property so you're probably safe to do so without a permit.
