In Canada, a piercing or tatoo parlor legally cannot provide a belly ring to anyone under sixteen without parental consent. This means the parent has to come with you to get the piercing, notes are too easily forged so its the safest way to ensure that the parlour will not later suffer legal consequences. I have personally known an 11 year old who had a belly piercing, and she told me it had never been infected or hindered her in any way. I suppose you need to be as old as your parents will allow, or (at least in Ontario) 16 years old.

It depends on the laws in your specific state. It could be as young as you wish with parental presence to you must be at least 18.

Anyone can buy the jewelry. You have to be at least 16 with a parent to get it pierced though.
