That's a new one! :)
Well there is not real age limit for one. But I would not give one to someone younger than 13- it is an expensive toy and, as funny as that sounds, it needs some responsibility.
There is no age restriction, ANYONE can have one of these.

An iPad is more suited for a 11 year old.
The iPad 1 is a 4 year old iPad so 2010
No, because the new iPad has magnets and the older one doesn't.
To import videos from a PC to an iPad, you can use "iMacsoft iPad to PC Transfer" to avoid the old videos on your iPad from getting lost.
There is no reason to get an iPad if you already have an iPod Touch, especially if you are 13 years old.
Sadly, no. BUT they are the same price, so.... Sell the old one and buy the new one with the money you sold it for!

yes
it all depends on what you want if you want a old cheep ipad that is kind of slow then the ipad first generation is the best gor you. If you want a faster thinner cheep iPad then the iPad 2 is the one for you (I still have a ipad 2 and love it). If you want a thinner faster iPad the iPad 3 is for you (the ipad 3 gets realy hot if it is on to long so if you want this one dont wach to many movies in a row). if you are like me and like the coolest thinnest fastest iPad there is then the iPad 4 is for you it has a A5x chip in it. If you want a small but powerfull iPad that is just the same just smaller then gey the iPad mini it also has a A5x chip so it is just as fast. If you are scared that if you buy a old iPad then you will get old softwhere, dont because they are about the same and the ios you can update it and it tells you when you are out of date. You can get all this exept the iPad one in three or four g (so it can be like a phone and have the web every where). If it were up to me you should get the iPad 3 or just wait for the next iPad to come out and get the iPad 4.
If they deserve it then yes because i got my baby girl a ipad bacause she got all a's
