You can get your permit at age 15 and 6 months. You can get your license at 16. However, you must have your permit for 6 months, so if you don't get your permit right away, you have to wait until 6 months have elapsed before you may get your license.

Any age ... for those under age 18 their is Juvenile Hall, those over 18 the county/city jail. Some minors (under age 18) can be tried in court as an adult if the offense is serious enough.
