On the backroads, be at least a mature age of 10.
On busy streets, be at lest 16. Stay out of people's way, and make your Golf cart is STREET LEGAL. Just because its a golf cart, doesnt mean you dont need a drivers license.
If you live in a small town, with access road to get where you need to be without using big highways, use them. You cant get in trouble by authority. Look up the rules and regulations to meet your needs of your golf cart to make it street legal, so the cops have nothing to complain about.
It actually depends on the club you are dealing with. Or if you are driving it on the road it requires a regular drivers license.

Yes. They mostly are used for golf (no pun intended!) but a neibor down our street have a golf cart. Dont see why it would be though. A lot of old people live here, plus old people golf, plus they are frail golf carts
You must be 13 or older to drive a golf cart on the golf course and main streets in these states; Alamaba, Florida, Kansas, Kentucky, Rhode Island, and Vermont. Although in other states i am not sure.
