You cannot marry the Harvest Goddess in Harvest Moon: Back to Nature. Your options are Ann, Elli, Mary, Karen, and Popuri. You can marry the Harvest Goddess in Harvest Moon: Friends of Mineral Town.
They grow in the spring on the hillsides on the way to the Harvest Goddess spring.
The Harvest Goddess lives in the waterfall. Stand in the area in front of the mine entrance and toss an item into the waterfall to make the Harvest Goddess appear.
in the spring go up to where the harvest goddess spring is. Then, just before you get on the bridge go up. Remember, this only works in spring.
You will not be able to meet her until you rescue 60 Harvest Sprites. After that you can find her by tossing an offering into the Goddess Pond. The Goddess Pond is the small pond by the Sprite Tree House.

When you get to the other side, follow a path, and you will come upon the Spring. (Beware though, a bear will prevent you from getting to the Spring.) Use honey to feed the bear.

Build the bridge to the Forest Area. Explore that place until you find an abandoned house near a pond. Toss an item into that pond to meet the Harvest Goddess. She likes flowers and crops.
