because in western washington we have the Pacific Ocean.the pacific ocean is warm so it gives its warm vapor to the clouds so in stead of snow we have rain.and on the estern side of washington its cold because the pacific ocean isn't there so it snows instead of rains.
Texas is inland with little water source while Washington has the ocean to form weather you need water.
