electrons are on the outside and don't count as part of the Atomic Mass. Protons do count as part of the mass and are inside the atom.

All protons have a positive charge. They are located inside the nucleus which is in the center of the atom. Strong forces hold the protons and neutrons together in the nucleus of the atom. Protons determine the atomic number of an element. In a normal element(this does not include isotopes and ions) there is the same amount of protons and electrons. Electrons have a negative charge. The orbit around the nucleus in the electron cloud. Electrons are responsible for bonds such as ionic bonds and covalent bonds. The electrons shared or transferred are called the valence electrons. Because there is the same amount of negatively charged particles(the electrons) and positively chared particles an atom remains neutral until it combines or bonds with another atom(neutrons are neutral also).

Though there is quite a bit of difference in the masses of these two sub-atomic particles, they both have equal electric (or electrostatic, if you prefer) fields around them, but of opposite polarity. The proton is positive and the electron is negative, and the fields of these particles exhibit a force on other electrostatically charged particles. We know that opposite charges attract and like charges repel. If we put a proton and an electron in a space and separate them by a distance d in there, they will exert a pull on each other. If we put two protons or two electrons in there at that same distance, they will push on each other with the same force that was pulling on the proton and electron in the first experiment.

Both particles are charged, and both have the same electrical field strength around them. The difference is that the fields have opposite polarities and they attract each other. The proton is about 1836 times more massive than the electron, and when these two particles form atoms, the electrons, because of their high kinetic energy and (relatively) low mass stay on the move and form the electron cloud. The protons get stuck in the nucleus. Protons can be forced to "bond" to others like themselves (in spite of the fact that like charges repel) if they are forced together in the presence of neutrons in a process called nuclear fusion. Protons and electrons both have a charge, and the field strength associated with their charges is identical. But their charges are opposite. Each one will attract the other because the fundamental laws of electrostatics include the idea that opposite charges attract. There is also the little fact that the proton is about 1836 times more massive than the electron. (Yes, it would take about 1836 electrons on one side of a sensitive balance to equal a single proton on the other.
