It depends on the circumstances, but normally say, "I have a permit, and I have a legally concealed weapon" or something very close to that. At that point, the officer will usually tell you what to do at that point. Around here, officers usually say something like, "Ok, no problem." If the concealed weapon is a gun, don't use the term "gun."

Im not 100% but in most cases yes. A police officer will announce he is a police officer and should have his/her badge in clear view. one exception i can think of is if the officer is doing a undercover job. In that case i believe he would only announce himself/herself if they are arresting the subject.
