You can do it youself for $3.00 and a little elbow grease and a Palm Sander. My headlights were very bad so I sanded all the gunk off with 200 grade red resin paper, Then 400 water paper and finished with 600 water paper. they came back to about 95% original expect 1/2 to 3/3 hr per light but its better than paying $100 apiece to replace.

If you're trying to clean them the haze is not on the inside it is on the outside. You can clean them by using a product called Crystalenz. I use their product when I detail headlights at used car dealerships and it works really well.

Just replace it, the sensor on the top of it is usually what goes bad.
If you have the correct pulley and two clean surfaces, the pullies should match fine and no adjustment is needed for alignment. It is possible you do not have clean surfaces or the pullies are not the correct ones.
If the damage is on the outside of the lens and you have never noticed any condensation or wettness inside the headlight this is an easy fix. The 97 dodge stratus should have plastic headlights if it does then you can get them retored or restore them yourself pretty easily by just going to headlightsolution.net they specialize in restoring plastic headlights, I owned a 2001 dodge intrepid with horrible yellow headlights i tried this company now they look brand new and i can see at night once again.
